Yes, in general, items in a factory outlet are offered at substantial discounts, often exceeding 50%.

The term “outlet” is short for “factory outlet.” “Outlet” and “factory outlet” are therefore synonyms.

Direct sales references such as ‘factory sale’, 'factory dispatch warehouse', 'factory prices', 'prices direct from factory', 'Factory Outlet', 'Designer Outlet', 'Outlet' are only permissible under German competition law if the following criteria are met:

Only the genuine manufacturer may advertise with direct sales references!
Direct sales references are only permissible if no wholesaler or retailer acts as an intermediary.
As a "factory price", only that price may be designated which the manufacturer also charges the reseller. Should price differences be made between sales to end consumers and to intermediate dealers, this must be indicated unambiguously. However, considerable price advantages should be granted compared to the retail price.
A factory sale/outlet does not necessarily have to be located at the same site as the manufacturer.

No! In some factory outlets, B-stock items, meaning items with minor defects, are indeed sold (but this is also clearly marked as such).
As a rule, however, the vast majority of the goods have no quality defects whatsoever!
However, the goods may well be from the previous year's collection or leftover stock. In some cases, sample series that never went into mass production are also offered for sale (particularly interesting for individualists).

Only registered users can submit a rating and/or review for an outlet store. 

This prevents spam and also stops the rating from being manipulated by the same person submitting multiple ratings for the same outlet store.
